You can send/resend welcome email by clicking on Customers on the left navigation bar. Then select the customer's name from the list. Click on Settings tab and then scroll down to Account Settings.
Here you can enter the new password and click on Change & Send Welcome Email. This will send a new Welcome email to your customer with the password you have created.
